Vision: Preserve, interpret and educate about historic and archeological resources in the Town of Victor. Mission: To interpret our Town’s rich history for present and future generations; to save the history of Victor by preserving its architecture and archeological resources; to increase public awareness of the value of historic, cultural and architectural preservation by developing and participating in education programs; to provide assistance to town boards by ensuring that development is done in a manner which preserves our historic character; to help research and identify buildings and sites of historic importance in the town and to recommend Historic Victor plaques; to assist individuals in making nominations to the State and National Registers of Historic Places; to provide assistance in securing grants that might contribute to the reuse and preservation of historic structures in the community.
Need for the Committee: As the Town of Victor grows, an advisory committee for the Town Historian as well as the various boards in the Town would be beneficial to give historical information and advice related to historic and archeological resources in the Town.
Committee Powers and Duties: • To advise, assist and support the Historian, Town Board, Planning Board and Zoning Board in matters pertaining to Victor’s historic and archeological resources; • To help identify and research the annual Historic Victor plaque program nominees; • To assist individuals in making nominations to the State and National Registers of Historic Places; • To provide assistance in securing grants that might contribute to the reuse and preservation of historic structures in the community; • To contribute knowledge for educational materials that promote an understanding and appreciation of preserving the character of Victor, including, but not limited to; walking tours, brochures, a marker program for historic properties, lectures, exhibits and conferences.
Budget: The Historic Advisory Committee would involve members of the Victor community who are willing to volunteer their time.
Committee Membership: The Historic Advisory Committee, to be appointed by the Town Board, shall consist of seven (7) members providing a balanced, community-wide representation. In addition, the Town Historian shall serve as an ex-officio nonvoting member. Members shall be residents of the Town of Victor who have an interest and knowledge of local history, historic preservation and architectural development are especially encouraged to apply.
Historic Advisory Committee members shall serve for a term of three years, with the exception of the initial term of two members, which shall be one year, three which shall be two years and two which shall be three years in order that the staggering of term appointments may be achieved.
Members may continue to serve until their successors have been appointed. Appointments to fill the vacancies on the Historic Advisory Committee shall be made by the Town Board. All members of the Historic Advisory Committee shall serve without compensation except for such amounts determined appropriate, in advance, by the Town Board to offset expenses incurred in the performance of their duties.
Historic Advisory Committee members, the Town Historian and the Town Board Liaison to the Committee will be expected to attend all meetings and functions of the Committee. In the event of two (2) unexcused absences by a Committee member in one (1) calendar year, or malfeasance of membership as determined by the Committee, said Committee member’s position may be declared vacant by a majority vote of a quorum of the Committee.
Historic Advisory Committee members may resign at any time by providing formal written notice to the Chairperson of the Committee who will then forward them to the Town Board.
Officers: The Historic Advisory Committee shall, by majority vote, recommend to the Town Board one (1) of its members to serve as chairperson to preside over the meetings and one (1) member to serve as vice-chairperson. The members so designated shall serve in these capacities for terms of two years.
Quorum and voting: A quorum for the Historic Advisory Committee shall consist of at least fifty percent (50%) of its sitting members. A quorum is necessary for the Historic Advisory Committee to conduct business. A roll call vote shall be taken upon the request of any member. A tie vote shall be deemed a denial of the motion or recommended action.
Meetings: On the last Wednesday of the month at 7:00 p.m. in the Victor Town Hall Community Meeting Room.
