Introduction:


The Town of Victor’s Parks and Recreation Citizens’ Advisory Committee, hereinafter referred to as the “Advisory Committee,” was created in an effort to enhance, improve and expand the level of recreation, parks and leisure services in the community and support the Department of Parks and Recreation in its mission. This mission statement involves the Towns’ commitment to offering residents a balanced system of park lands and recreation areas, preservation of open space, and broad based leisure opportunities that will foster growth of healthy lifestyles.

The Advisory Committee was created to review plans and proposals for the acquisition and development of park lands and recreation areas. The role of the Advisory Committee is to provide the Director of Parks and Recreation and the Victor Town Board with the best information possible on which to make a decision regarding these plans. The Advisory Committee functions as a volunteer group, serving at the pleasure of the Town Board, committed to the research and analysis necessary to advise the Director of Parks and Recreation and make a recommendation to the Town Board.

These guidelines outline the purposes, organization, function, and procedures of the Advisory Committee. These guidelines shall become effective after adoption and ratification by the Town and Village Boards.

Purposes:


1. To advise, assist and support the Department of Parks and Recreation in the assessment, development, implementation, and evaluation of leisure services;

2. To review capital expansion items, plans and proposals for the acquisition and development of park lands and recreation areas;

3. To work cooperatively and make recommendations to the Planning Board, Conservation Board and Town Board in the process of acquiring and developing park lands and recreation areas;

4. To review site plans, maps, and major sub-division proposals and to assist in the determination of their impact on park lands and recreation areas;

5. To act as a liaison between the Town and Village Boards, local partnerships, community organizations, and the Victor Central School District to achieve the goals set forth in the Town of Victor Parks and Recreation Master Plan.

Organization:
The Advisory Committee shall consist of seven (7) members appointed to staggered terms by the Town and Village Boards. Of the members first appointed, two (2) shall hold office for one (1) year, two (2) for two (2) years and two (2) for three (3) years. Subsequent appointments will be made for (3) three year terms.

Two (2) members shall be residents of the Town from outside of the Village, two (2) members shall be residents of the Village and two (2) members shall be chosen at-large from either the Town or Village.

One (1) member of the Advisory Committee shall be a High School student who resides in the Town or Village of Victor and is at least sixteen (16) years of age. The student representative shall serve a one (1) year term.

Vacancies on the Committee other than by expiration of a term shall be filled to complete the unexpired term of the vacancy. Recommendations for new Committee members shall be forwarded to the Town Board for review.

The Committee will elect a Chairperson and Vice-Chairperson annually from its membership by secret ballot. The Chairperson and Vice-Chairperson can hold office for a period not to exceed two (2) years. The Chairperson shall preside at all meetings of the Committee and act as a liaison to the Town Board, Village Board and Department of Parks and Recreation. The Vice-Chairperson shall serve as Chairperson in the absence of or at the request of the Chairperson. Nominations for these positions will be held at the November meeting with an election to be held at the January meeting.

Committee members, the Director of Parks and Recreation, the Town Board Liaison to the Committee and other professional staff as deemed necessary will be expected to attend all meetings and functions of the Committee. In the event of three (3) absences by a Committee member in one (1) calendar year, or malfeasance of membership as determined by the Committee, said Committee member’s position may be declared vacant by a majority vote of a quorum of the Committee.

Standing and special committees may be created by the Advisory Committee and appointed by the Town Board to assist with the functions of the Committee. These groups may be created for designated periods of time to accomplish specific tasks for the Committee. These sub-committees may include individuals who are not members of the Advisory Committee but who may contribute some unique expertise on a specific task.

Advisory Committee members may resign at any time by providing formal written notice to the Chairperson of the Committee who will then forward them to the Town Board.

Meetings:


The Advisory Committee shall meet on a monthly basis at a mutually agreeable or specified date / time by the members of the Committee. Meetings may be cancelled or rescheduled by the mutual agreement of the Committee Chairperson and Director of Parks and Recreation. A written agenda for each meeting shall be drafted by the Chairperson with input from the Committee members and the Director of Parks and Recreation and be sent to the members of the Committee at least (3) three days prior to the meeting. These agendas will be used to facilitate the meetings. Minutes will be kept by the Director of Parks and Recreation or a member of his professional staff and distributed to all Committee members and appropriate personnel within seven (7) days of the meeting.

Special meetings may be called by the Chairperson or the Director of Parks and Recreation. These meetings must be scheduled at least three (3) days prior to the intended meeting date with written notification of the date, time, location and purpose of the meeting sent to all Committee members in advance.

Each member of the Advisory Committee shall have one vote on any matter submitted to the Committee for action. A majority vote is required for the passage of any action items. A majority of the Committee shall constitute a quorum. All meetings shall follow Robert’s Rules of Order.

Committee business at each meeting shall be as follows:
1) Approval of the previous meeting minutes
2) Review of the agenda
3) Discussion of the agenda items
4) Review of action items
5) Set agenda for subsequent meeting including the action items for that meeting

Amendments:


These guidelines may be amended by joint action of the Town and Village Boards.
