The Comprehensive Plan Committee has scheduled its kickoff event for Tuesday, August 19th from 6:00 to 8:00 PM. Following a Welcome and introductions of committee members and consultants, operating procedures will be established, there will be a community assessment exercise and discussion of public participation. The meeting will end with distribution of reading materials and assignments. Everyone is welcome.
General OverviewThe Town of Victor currently has a Comprehensive Plan produced in 1995 and updated between 2000 and 2002.
In December of 2007 the Town and Village sought volunteers to serve for 18 months to 2 years on the Committee to guide preparation and adoption of the joint Town/Village Comprehensive Plan. This inter-municipal effort is intended to engage residents from a balanced spectrum of local interests, as well as individuals from both the Town and Village.
Members are expected to attend an average of 2 meetings a month for the period of the study as well as be asked to review studies and documents and actively participate in the work of the committee.
The Committee will be assisted by the hiring of a consulting firm who will facilitate and produce the study and reports related to this effort. The formal

The Town of Victor, New York, County of Ontario will receive proposals for professional consultant services regarding the preparation of a comprehensive plan update. The proposal must be filed with Kim Kinsella, Planning and Zoning Supervisor, Town of Victor Town, either in person at the Victor Town Hall, 1290 Blossom Drive, Victor NY or by mail to Kim Kinsella, Planning and Zoning Supervisor, 85 East Main St, Victor, New York 14564; received no later than 5:00 PM prevailing time on May 5, 2008. Updates6/5/2008Four finalists were selected by the Victor Comprehensive Plan Committee after careful review and evaluation by each member of the VCPC individually and then collectively at a meeting on May 12, 2008.
Members were provided a decision matrix for evaluating the firms as a guide prior to the meeting. During the meeting, members shared their opinions regarding various characteristics of each firm. The matrix provided a useful place to begin discussion. The VCPC then voted to rank the firms to select four finalists for interview based on an objective consideration of the qualifications of each firm.The Victor Comprehensive Plan Committee (VCPC) met in a combined session with members of the Victor Town Board and Village Board on Tuesday, May 20th. Interviews were conducted of four finalists to select the Victor Comprehensive Plan Consultant. Included were Wendel Duscherer, EDR, Saratoga Associates and Wallace Roberts Todd.
Based on their proposal and interview, the VCPC recommended to the Town Board and Village Board that Saratoga Associates be selected as the consultant to work with the Town and Village on the upcoming Comprehensive Plan.
It is expected that at the June 9, 2008 Town Board meeting, the Town Board will appoint a Comprehensive Plan Consultant. It is expected at the June 16, 2008 Village Board meeting that the Board of Trustees will appoint a Comprehensive Plan Consultant.

The Comprehensive Plan has made significant progress this past month.
• The Town advertised the Comp Plan Request for Proposals in the local paper (Daily Messenger) as well as State and National Websites (NY Planning Federation, American Planning Association). Respondents were given a March 27th deadline for submissions.
• We received six (6) proposals.
• On April 7th the Town was asked by Genesee Transportation Council whether the Town had advertised in the New York State Contract Reporter and advised that such notice, while not legally required, was potentially important to the successful reimbursement of grant funds from the Federal government. They highly recommended that we extend our solicitation period to all for this notice.
• The Town notified all respondents of the extension and posted the notice on April 14th. It will run for three (3) weeks (as recommended). The final deadline for receipt of all proposals will now be close of business May 5th.
• Following receipt of all proposals, the Victor Comprehensive Plan Committee (VCPC) will review the proposals and make a recommendation of finalists to the Town and Village Boards.
• A final interview and presentation by finalists will be scheduled for a joint meeting of the Town and Village Boards, along with the VCPC, to select the consultant. These dates are tentatively scheduled for May 20th and 21st (subject to confirmation with all parties).
• We hope to have our consultant hired and working on the project June 1st.
