Strategic Plan How it All Started

STRATEGIC PLAN - HOW IT ALL STARTED....

GENERAL INFORMATION
In looking to the future, the Town of Victor began the process of developing the first town-wide Strategic Plan, seeking members for the Core Team and ten Task Forces. These volunteers participated directly in the work of developing a Town Strategic Plan. All Core Team and Task Force sessions provided opportunities for public input.

How We Started
PLC Associates, Inc. was initially designated as the Project Facilitator. Strategic Planning began in summer of 2006 at the direction of the Town Board and Supervisor Leslie Bamann. A Core Team was convened, along with various Task Forces. Together, an expansive group of over 200 met and provided a set of recommendations to the Town Board at a public session in October, 2006.

The Strategic Plan is intended to provide the foundation and groundwork for the Comprehensive Plan.

On February 12, 2007 the Town Board accepted the Strategic Intents and Key Initiatives, completing Phase I in the development of the Strategic Plan.

During 2007, the Town setup the implementation protocol and began discussing the integration of the Comprehensive Plan. In particular, several Task Forces created preliminary work which leads directly into the Comprehensive Plan. The work of Task Force 2 (Land Use and Transportation), 7 (Facilities) and 9 (Housing and Community Diversity) have a direct link to the Comprehensive Plan. The work of the Strategic Plan will provide a foundation for entering into the Comprehensive Plan. Currently, the ten Task Forces have an expanded group of members who also meet on a regular schedule for purposes of further planning, implementation, gathering additional input and inviting community participation.

Phase II involves refinement, prioritization and adoption of the Action Plans which were developed as a means of implementing the Strategic Intents and Key Initiatives.

Volunteers wishing to participate in any capacity on the Strategic Plan development team, were asked to indicate their interest by e-mail or US Mail addressed to Victor Strategic Plan, Victor Town Hall, 85 East Main Street, Victor, NY 14564-1397.


CORE TEAM - ROLE IN STRATEGIC PLAN
In looking to the future, the Town of Victor began in June of 2006 the process of developing the first town-wide Strategic Plan. The search for members of the Core Team began then and will continue through the end of July.

CORE TEAM - MEMBERSHIP
The Strategic Plan Core Team will consist of a comprehensive and diverse group representing taxpayer/customers, administrative leaders, business leaders and community organizations.

CORE TEAM PURPOSE &RESPONSIBILITIES
The responsibility of the Core Team is to provide recommendations to the Town Board for their consideration. The process is designed to be very participatory and inclusive, offering many opportunities for input.

With this process point people will be assigned to champion Key Initiatives or Action Plans teams and monitoring venues will be defined which will include:
• Town Board - as a regular agenda item.
• Quarterly review - supervisor / department heads.
• Town departmental meetings - as scheduled.
• Community forums (a Parameter of Strategic Plan)

Continued postings and communications by other means will be utilized to keep the public informed. Check back to this page for ongoing news on the status of the Strategic Plan implementation.

This team created the initial elements of the Strategic Plan which will include strategic intents, vision, mission, core beliefs and parameters. TASK FORCES INFORMATION
In addition to the Core Team there were ten (10) issue-specific Task Force Teams. Orientation for Task Force members was held July 10th from 4:00 to 5:15 PM and July 13th from 5:00 to 6:15 PM.

Orientation for Task Force Facilitators was held on August 3, 2006 at the Town Hall. All individuals who indicated an interest in serving as Task Force facilitators attended. More information is available on the agenda.

Task Force teams work processes and work flow procedures explained how the Task Forces functioned.

Meeting dates were determined by the team members.

Final Reports were submitted. They include member names, charge, a SWOT analysis and critical issues in Part A. The Final Report Part B consists of Strategic Intents and Key Initiatives along with recommended Action Plans.
