| Robert Graham | The Codes and Development Department provides the services of Code Enforcement, Building Inspection, Fire Marshal and serves as the liaison to the Planning, Zoning and Conservation Boards. Our professional staff stands ready to assist you with local and state regulations regarding land development, permits and fire safety.
Please take a few minutes to browse the information provided here on our web page. We have included many helpful links to assist you with understanding what our department can and can't do. We wish we could help everyone but occasionally, a concern reaches our department which we just do not have the jurisdictional authority to regulate. When this happens we do attempt to refer the concern to the appropriate agency.

Special Memo from the Director of Codes & Development June 27, 2011
In the last few days our department has been inundated with request for service including inspections, site reviews, plan reviews, and complaint investigations. Our staff is working very hard to insure each of these service requests is processed and reviewed in a timely manner.
Applications submitted today should be reviewed and initial review notes returned to you within:
- 7 business days for: Sheds, Decks, Pools, Porches, Roofs, Windows, Fences and any small residential projects.
- 12 Business days for: New Homes, Home Renovations, Garages, and any large residential projects.
- 14 business days for: Commercial buildings and large projects.
In fairness to all applicants, we do not offer rush services. Inspectors will review the applications as quickly as possible and will contact you either by phone, fax, or e-mail (your preference) when the review has been completed.
We understand the importance of your project, and we are working as quickly as possible to expedite all reviews.
We appreciate your cooperation while your plans are being reviewed. To ensure the speediest review possible please assist us by doing the following:
- Make sure applications are complete and checks are made out to the Town of Victor.
- Don't call for status of review prior to the expiration of the above listed time windows.
- Don't ask for special provisions. Foundations may NOT be started until the permit has been issued.
- Please allow 24-48 hours lead time for scheduling all inspections.
Again, we are very busiy this summer and we appreciate your cooperation and patience.

PLANNING BOARD & ZONING BOARD APPLICATIONS FOR TOWN PARCELS Applications (available on our "download forms" page) are accepted and reviewed by Kim Kinsella and Cathy Templar for the Town Planning Board and Zoning Board of Appeals.
Information about County Planning can be found on the Ontario County website.
The Planning Board: Reviews Site Plans, Subdivision Plans and Special Use Permit Applications, and authorizes clearing and grading activities. The review process may also require the Board to conduct an Environmental Review under the SEQR (State Environmental Review Act) guidelines.
- Guides future growth and development in accordance with established standards and sound planning principles.
- Provides the most beneficial relationship between land and buildings and the circulation of traffic.
- Establishes design standards and procedures.
- Provides for open spaces.
The Zoning Board of Appeals: Reviews Area and Use Variance Applications.
- Reviews applications for relief from any order, requirement, decision or determination made by the Code Enforcement Officer.
- Grants variances when, in the Board's opinion, public safety, convenience and welfare will be served in doing so.
