In 2006 a Business Process Analysis of the Building-Code Enforcement and Planning-Zoning Departments concluded that the two departments should be combined to streamline work practices and provide a more efficient business process.
The offices are staffed Monday through Friday from 8:30 AM to 4:30 PM.
SWIMMING POOL ALERT!
Are you planning on installing any type of pool this year?? If the pool you are purchasing has the ability to hold more than 24 inches of water, you will need a permit prior to installation. This includes any swimming pools purchased at local retail establishments and includes permanent as well as temporary pools. Please refer to the Building, Planning and Zoning section for information and permits.
BUILDING PERMIT APPLICATIONS FOR TOWN & VILLAGE PARCELS
Applications (available on our " download forms" page) are reviewed for completeness and compliance with applicable codes and zoning requirements by the staff. Code enforcement officials inspect all buildings and construction sites for compliance with federal, state and local codes. Fire inspections are performed by department personnel on a regularly scheduled basis.
If you are planning to remodel, build an addition or structure, erect a fence, install a driveway, or make any other changes to your property, contact the department before starting your project. They can help you determine what federal, state and/or local ordinances might be applicable. All properties have minimum setbacks and restrictions depending on zoning and many projects require a permit. Permits are valid for up to one year depending on the type and scope of the project.
The department is staffed by Planning Zoning Coordinator Kim Kinsella, Code Enforcement Officer Alan Benedict, Senior Building Inspector Sean McAdoo, Building Inspector Henry Herman, Building Inspector John Hargather, Fire Marshal Robert Graham, and full time Administrative Assistants Rebecca Packard and Cathy Templar and Administrative Assistant Leslie VanAken who also serves as Secretary to theTown Conservation Board.

PLANNING BOARD & ZONING BOARD APPLICATIONS FOR TOWN PARCELS Applications (available on our "download forms" page) are accepted and reviewed by Kim Kinsella and Cathy Templar for the Town Planning Board and Zoning Board of Appeals. They can be reached by phone at 585-742-5040 or by FAX at 585-924-0202. Information about County Planning can be found on the Ontario County website.
The Planning Board reviews Site Plans, Subdivision Plans and Special Use Permit Applications, and authorizes clearing and grading activities. The review process may also require the Board to conduct an Environmental Review under the SEQR (State Environmental Review Act) guidelines.
The Planning Board meets every 2nd and 4th Tuesday at the Victor Town Hall unless otherwise posted. For information on scheduled meetings, agendas, and reports or any changes to this schedule, check the Town Calendar. For Planning Board minutes go to the Boards & Committees page.
The ZBA reviews Area and Use Variance Applications (available on our "download forms" page). The ZBA meets every 1st and 3rd Monday at the Victor Town Hall. For more information on their schedule check the Town Calendar.
The Planning Board: • Guides future growth and development in accordance with established standards and sound planning principles. • Provides the most beneficial relationship between land and buildings and the circulation of traffic. • Establishes design standards and procedures. • Provides for open spaces.
Planning Board Details
The Zoning Board of Appeals: • Reviews applications for relief from any order, requirement, decision or determination made by the Code Enforcement Officer. • Grants variances when, in the board's opinion, public safety, convenience and welfare will be served in doing so.
