GENERAL INFORMATION
THE IMPRESSIONS WE LEAVE ON THE FUTURE WILL DEPEND ON THE PLANNING WE DO TODAY
It is the responsibility of the Town Planning Board to review subdivision plans, site plans and special use permit applications, and to authorize clearing and grading activities.
The Board also conducts environmental reviews under SEQR (State Environmental Review Act) guidelines.
Meetings are held the second and fourth Tuesday of each month at 7:00 PM, at the Town Hall unless otherwise posted.

Public hearings begin at 7:05 PM. All meetings are open to the public and we invite residents to come and get first-hand information on current projects.
Applications must be received in the Planning & Zoning office at least five (5) weeks prior to a meeting date to be included on the agenda. Cathy Templar serves as Secretary to the Planning Board and she can be reached at 585-742-5040 or by e-mail.

MEMBERSHIP GUIDELINES The Planning Board accepts applications at any time from individuals interested in serving as board members. When openings occur, applications are reviewed and eligible applicants are interviewed. Applicants must be a resident of the Town or Village of Victor. Other factors may also be considered in the selection process.

We suggest before submitting your application you: • Attend our meetings. • Introduce yourself to Board members. • Be certain you can commit the time and effort required of a member. Members serve five-year terms and meet twice monthly. Approximately two to four hours a week is spent reading the support data for applications. • Keep in mind that there are also project site walks and required yearly training sessions. Members are expected to stay abreast of Town Code, the Town Comprehensive Plan, have a general knowledge of Town Law §278 and SEQR.

LL BEAN State Route 96 Site Plan for construction of a thirty thousand (30,000) square foot retail store for L. L. Bean. • Application submitted 7/18/2007. • ZBA granted an area variance for green space requirement to allow 34.6% whereas 35% is required. • Site Plan approved with conditions on 11/14/2007. • Construction of a 30,000 square foot retail store for LL Bean. The project received site plan approval by the Planning Board in November of 2007. A pre-construction meeting was held on the site plan. Construction has not yet started. • Project Under Construction
FISHERS RIDGE (Formerly Town Square) State Route 96 The project is planned to be developed in states and to ultimately include approximately 750,000 square feet of building floor area, including approximately 550,000 square feet of commercial space, a 100,000 square foot hotel and approximately 100,000 square feet of office and residential space. The application is under the State Environmental Quality Review (SEQR) process. The basic purpose of SEQR is to incorporate the consideration of environmental factors into the existing planning, review and decision making processes of state, regional and local government agencies at the earliest possible time. To accomplish this, SEQR requires that all agencies determine whether the actions they directly undertake, fund or approve may have a significant impact on the environment, and if it is determined that the proposed project may have a significant adverse impact, an environmental impact statement is prepared. The Planning Board had determined themselves to be Lead Agency on this project. They also issued a Positive Declaration which means that the proposed action may result in a significant adverse impact on the environment and therefore, a Draft Environmental Impact Statement must be prepared. A scoping hearing was held in December of 2007 and January of 2008 to focus the environmental impact statement on potentially significant adverse impact and to eliminate consideration of those impacts that are irrelevant or non-significant. The scoping outline of issues was adopted by the Planning Board on February 12, 2008.
• The Planning Board declared themselves Lead Agency and issued a Positive Declaration on November 13, 2007. The Scoping Outline for the DEIS is available in pdf format. • Public Scoping Session was held on December 18, 2007 and held open until January 8, 2008. • Continuation of scoping session held on 1/22/2008. • Final scoping outline adopted on 2/12/2008. • DEIS deemed inadequate 2/23/10
HISTORIC HIGH POINT RETAIL High Street Extension High Street & St. Route 96 Rezoning application to the Town Board of 1.7 acres from R-1 to a Planned Development District. • Rezoning Application received by the Town Clerk on 10/10/2007. • Town Board deemed the re-zoning application complete on 11/12/2007. • Town Board declared its intent to act as lead agency to all involved agencies on 11/12/2007. • On 11/12/2007 the Town board referred the re-zoning application to the Planning Board for report prior to a Public Hearing being set. • On 12/27/2007 the Town Board declared itself lead agency. • On 3/11/2008 the Planning Board recommended re-zoning of the property. • Application on Hold
VALENTOWN PLAZA State Route 96 & High Street Resubdivision of approximately 9.3 acres to three (3) lots. Site Plan for the construction of two (2) single story retail buildings, one of 19,300 s.f. and the other of 5,650 s.f. • Informal discussion on 8/8/2006. • Public Hearing scheduled for 11/14/2006. • Minor Subdivision and Site Plan approved w/conditions on 5/22/2007. • Preconstruction meeting held on 12/12/2007. • Project under construction. • Longhorn Steakhouse - Architectural Review Committee approved elevations 6/23/2009. • Longhorn Steakhouse under construction
VICTOR CROSSING (formerly know as Victor Commerce Park) - Benderson Development NYS Route 96 • The February 2003 Draft Environmental Impact Statement is available online at the Victor Commerce Park website. • Applicant submitted a preliminary final environmental impact statement (EIS) for review by the board. The document proposes a reduced square footage development of three hundred nine thousand, seven hundred eighty-seven (309,787) square feet of retail in two buildings and thirteen thousand five hundred (13,500) square feet for two (2) restaurants. • Scheduled for Final Environmental Impact Statement discussion on 9/13/2005 but was withdrawn from agenda by applicant. • Applicant's representative indicated additional material will be submitted to the Planning board in February or March (2006). • Applicant submitted "draft" FEIS on 5/25/2006 with revisions on 6/5/2006. Scheduled for completeness determination 7/18/2006. • Planning Board voted to prepare the FEIS and make completeness determination by 8/8/2006 meeting. • The August 2006 Final Environmental Impact Statement is available online at Benderson's Victor Commerce Park website • FEIS adopted on 9/26/2006. The Planning Board Findings Statement is available in pdf format. • Informal discussion on revised Site Plan held on 10/17/2006. • Amended Site Plan and Subdivision application submitted on 12/12/2006 for the construction of not more than 323,387 square feet of retail and restaurant space, associated parking and site improvements. • A modified site plan application was received by the Planning Board in December 2007. The application was to modify the approved site plan building footprint to accommodate a proposed Kohl’s store. The overall development square footage of 323,287 square feet will remain the same. The Planning Board approved the site plan modification on June 17, 2008. The project is currently under construction and a building permit has been submitted for review by the Building Department for the Kohl’s Department Store. • Project under construction. • Project to open in March 2010
VICTOR TERRACE State Route 96 Reapproval request of a site plan requested for a two-story mixed use building with 15 commercial/retail tenants on the first floor and 18 apartments on the 2nd floor. • Project under construction.
VICTOR OUTPARCEL DEVELOPMENT State Route 96 Site Plan for the construction of a 7,138 sq Ft restaurant on 10.01 acres. • Site Plan Approved by the Planning board on 9/9/2008.
LEHIGH CROSSING (Formerly Bluestone Creek Technology Park) County Road #42 (Wangum Road) Sketch plan application for the subdivision of 56 acres into a Ten (10) lot industrial/technology park. • Appreared before the Planning Board on 4/14/2009. Feedback given by Board. No action taken. • Appeared before Planning board on 12/15/09 as Lehigh Crossing with revised Sketch Plan - No Action Taken • Sketch Plan accepted as complete on 1/12/10
139 TURK HILL ROAD 139 Turk Hill Road Site Plan for the construction of a 20,000 square foot retail/office building. • Appeared before Planning Board on 3/24/2009. Feedback provided by Board.
