CURRENT STATUS

On Friday, January 9th, 2009 all Town Hall offices moved back to 85 East Main Street. The grand opening, dedication and tours took place on Friday, January 16, 2009.


BACKGROUND

Victor voters overwhelmingly approved a resolution in April 2007 to construct a new Town Hall. Since that time the Town Board appointed Task Force has been busy reviewing floor plans and budgets necessary to keep this project on schedule and within budget guidelines. Town offices currently located at 85 East Main Street were relocated to 1290 Blossom Drive - the current location of the Recreation Department offices. Town Hall offices will remain at the Blossom Drive location throughout construction of the new building, which is anticipated to be occupied January 9, 2009.

The Victor Town Hall was originally built in 1900. The building burned in a fire in 1933 and reopened in 1936 with structural repairs that predate current building safety codes. Further work was done to the building in 1983 to meet the demands of a growing town. Given that the existing Town Hall served its use, the Town Board initiated a town hall reserve fund in 1996. For the last decade the town has been saving money for this specific purpose anticipating the community’s needs for the future. This fund will have approximately $4.2 million of the costs already set
aside for a new Town Hall.

The Town Hall Committee was formed when the Strategic Plan Task Force studying Town facilities recommended in October 2006 that the Town Board immediately address the issues related to the current Town Hall. The issues include the structural integrity of the building, the problems with the HVAC system, safety violations and lack of space The Town Board appointed the committee to pursue the recommendations, which resulted from the Strategic Plan Task Force work. That committee is comprised of Gary Robinson (Chairman), Leslie Bamann, Betty Barry, Lyle Corey, Michael Farney, Richard Maltman and Ken Waters. After this committee worked with SWBR Architects to scope the needs and size of the project, the Victor Town Board approved the request by the Citizens Town Hall Committee
to set April 30th as the date of a public referendum on the construction of a new Town Hall. The results indicated the public supported the construction of a new Town Hall.


The Task Force, comprised of Gary Robinson (Chairman), Leslie Bamann, Betty Barry, Lyle Corey, Michael Farney, Richard Maltman and Ken Waters, worked with SWBR Architects and LeChase Construction to finalize building design. LeChase Construction was appointed Construction Manager by the Town Board.

Building/site details were finalized in preparation for the bidding process to begin which included demolition of the existing structure, site work and new building construction currently underway.

The grand opening is scheduled for January 16, 2009. Employees will be moving their offices into the new building on Friday January 9, 2009.

Thank you to the entire community and the Town Hall Task Force members for their support of this project and the positive outcome of the vote today. We are thrilled that the residents of Victor analyzed the Town Hall project as carefully as the Task Force did and voted in favor of building a new Town Hall.

Clearly, upon completion, the new Town Hall will be a tremendous asset to Victor, enhance the image and value of the Village and become a landmark that will make all residents proud to call Victor, New York their home.

WHY HERE ?  WHY NOW ?

• Maximize the efficiency of town government
The new plan will locate offices that work together on a daily basis near each other focusing on the customer’s needs as they enter Town Hall and allow for a more efficient working relationship. Town employees are limited by the lack of conference rooms to meet with customers / taxpayers, inadequate space per department, inefficient heating and air conditioning, a basement that is 2/3 unusable, no plumbing on the second floor and numerous structural and code. The new Town Hall will be a state of the art facility and will replace an inefficient outdated building not currently capable of meeting the needs of the Victor community now and in the future.

• Utilize the existing town hall reserves
Given that the existing Town Hall served its use, the Town Board initiated a town hall reserve fund in 1996. For the last decade the town has been saving money for this specific purpose anticipating the community’s needs for the future. This fund will have approximately $4.2 million of the costs already set aside for a new Town Hall. In addition to this fund, the referendum asks voters for permission to borrow up to $1.5 million to complete this project. The $1.5 million will be bonded and will be repaid over 15 years with the funds currently budgeted for the Town Hall reserves. As this project has been fiscally planned for it will require no tax increase.

• Create accessible and useful meeting space capable of hosting community events
In creating a new town hall we must first reflect on the community needs that are fulfilled by town hall. Outside of the day to day activities and requirements, there are also numerous meetings at Town Hall and there is desire and need for space to host community events such as September 11th ceremonies, Veterans’ Day tributes, and many unique civic and community events.

• Support Village revitalization while reflecting the pride of Victor
It is being proposed that the new Town Hall be rebuilt in the current location. Over the past several years Village revitalization has become a key focus. Believing that the Village is the core of Victor and that the residents have indicated their preference for Town Hall to remain in the Village, it is the committee’s recommendation to keep the new Town Hall in the Village as an important anchor and to design the building to blend with current Main Street properties.

THE PROPOSED PROJECT

The building would be located on the combination of the present site of the Victor Town Hall and the Kumph building on Main Street in the Village; It will be a 21,000 square foot building and be home to the Town Clerk, the Assessor, the Building dept., the Finance department, the IT dept., the historian, and the Supervisor’s office. The building will also have a 120 person meeting room and a 30 person meeting room. We will post more information about this project here as it becomes available. April 30th - Vote on the Town Hall project at the Town Hall anytime between 9 AM and 9 PM

April 18th - Not registered to vote? No problem. Stop by Town Hall (85 East Main Street) on April 18th for voter registration day between the hours of 3 PM and 7 PM.

April 20th - Deadline to register to vote if you would like to vote regarding Town Hall. If you missed the April 18th voter registration day you can register directly at Ontario County Board of Elections located at 20 Ontario Street, Canandaigua (lower level)
