ADVERTISEMENT FOR BIDS
Sealed Bids, subject to the conditions contained herein, will be received by the Village of Victor, at the Village Hall, located at 60 East Main Street, Victor, NY 14564, until 11:00 AM local time on May 2, 2019, and then publicly opened and read, for furnishing all labor and materials and performing the work for the:
Village of Victor – Wastewater Treatment Plant

Bidding Documents may be viewed and ordered through the Issuing Office website at: www.avalonroch-planroom.com/ in the “Public Jobs” section. If you do not have internet access or have questions on ordering from the site, please contact Avalon Document Services. Drawings can be picked up at any of Avalon Document Services’ locations.
- For a non-refundable fee of Ten Dollars ($10), interested firms may request and receive an Electric Download of the Bidding Documents.
- For a non-refundable fee of Ten Dollars ($10), interested firms may request and receive a CD with electronic copies of the Bidding Documents. If the CD is to be shipped, the Bidder must furnish Avalon with the Bidder’s active UPS or Federal Express account number or pay Avalon for all shipping and handling costs.
- For a non-refundable fee, printed copies of the Bidding Documents may be obtained from the Avalon Planroom. If the documents are to be shipped, the Bidder must furnish Avalon with the Bidder’s active UPS or Federal Express account number or pay Avalon for all shipping and handling costs.
The Bidding Documents must be obtained through the Avalon Planroom in order to be considered a Plan Holder of record. Bidding Documents obtained from any other source are for examination only, are not considered complete and are not valid for bidding purposes.
A bid security in the amount of 5% of the total bid payable to "Village of Victor" will be required and is subject to the conditions provided in the Instructions to Bidders. Failure to submit a bid bond or certified check with bid will result in automatic disqualification of bid. Failure to submit a bid upon the proposal form(s) furnished in the Bid Documents will result in automatic disqualification of bid.
The successful bidder must furnish at the time of Contract Execution a Performance Bond and a Payment Bond each in the amount not less than 100% of bid price in accordance with the Instructions to Bidders.
Packets containing bid forms, must be sealed, marked, and delivered to the Village of Victor, 60 East Main Street, Victor, NY 14564. Also mark on the envelope the project name.
The Bidding Documents may be examined at the Village of Victor, 60 East Main Street, Victor, NY 14564 and at MRB Group, 145 Culver Road, Suite 160, Rochester, NY 14620 during normal business hours.
The Owner reserves the right to revise or amend the bidding documents prior to the date set for opening bids. Such revision and amendments, if any, will be announced by addenda to this advertisement. Any inquiries regarding details on specifications must be directed in writing to the Project Engineer – JP Schepp. MRB Group, 145 Culver Road, Suite 160, Rochester, NY 14620, Fax 585-384-1008 or email JP.Schepp@mrbgroup.com. The Owner reserves the right to waive any irregularity and reject any and all bids received.
A pre-bid conference will be held at 11:00 a.m. local time on April 25, 2019 at the Victor Wastewater Treatment Plant, 1250 Brace Road, Victor, NY 14564. Attendance at the pre-bid conference is highly encouraged but is not mandatory.
Only Bidders properly registered as plan holders by the Owner will be allowed to submit a bid. No Bidder may withdraw his Bid within 45 days after the date set for the opening thereof.
This contract is subject to compliance with Article 8 of the New York State Labor Law regarding prevailing rate of wage and Federal Law regarding Davis-Bacon wage rates. BIDDERS ON THIS WORK WILL BE REQUIRED TO COMPLY WITH THE PRESIDENT'S EXECUTIVE ORDER NO.S 11,246 AND 11,375 WHICH PROHIBIT DISCRIMINATION IN EMPLOYMENT REGARDING RACE, CREED, COLOR, SEX, OR NATIONAL ORIGIN.
The successful bidder must be an equal opportunity employer, must meet all appropriate State and Federal standards, and comply with all relevant governmental regulations. No contractor debarred by the NYS or US Department of Labor may submit a bid.
